Amends the Video Gaming Act. Provides that the Illinois Gaming Board shall not issue a license to any licensed establishment unless, for each of 2 years prior to applying for a license, the licensed establishment generated no less than 80% of its revenue from the sale of food or beverages. In order to renew a license, the licensed establishment must have generated no less than 50% of its revenue from the sale of food or beverages for the year prior to applying for renewal. Provides that the Board Exclusion List and the Self-Exclusion List distributed to Illinois casinos be distributed to video gaming licensees and enforced by the licensees. Prohibits disclosure of the identity of anyone on the Self-Exclusion List. Prohibits various licensees from knowingly allowing any person on either list to play. Requires video gaming locations to separate video gaming terminals from the sight of any minor that may enter that location. Provides that video gaming areas must post signs on age restrictions. Provides that certain persons involved in the maintenance, operation, or supervision of video gaming terminals may not use or play video gaming terminals they are or may be responsible for. Provides that video gaming terminals shall only be operated during a location's regular business hours, when the video gaming terminals are generally available to the public for use or play. Makes other changes. Amends the Counties Code. Provides that counties may adopt a classification of liquor license that, when issued, authorizes the liquor license holder to subsequently apply to the Board for a license under the Video Gaming Act and to operate as a licensee if granted a license. Makes similar changes in the Illinois Municipal Code.

Creates the State's Attorney Privacy Act. Prohibits a person, business, association, or government agency from publicly posting or displaying the personal information of a State's Attorney after the State's Attorney has made a written request to not post or display the personal information. Allows for injunctive or declaratory relief. Prohibits a person, business, or association from soliciting, selling, or trading on the Internet a State's Attorney's personal information with the intent to pose an imminent and serious threat to the health and safety of the State's Attorney or the State's Attorney's immediate family. Makes it a Class 3 felony to knowingly post personal information of a State's Attorney or the State's Attorney's immediate family, if the person knows or reasonably should know the posting poses an imminent and serious threat to the health and safety of the State's Attorney or his or her immediate family, and the posting is a proximate cause of bodily injury or death of the State's Attorney or a member of his or her immediate family. Provides an exemption from the felony offense for employees of a government agency acting in good faith, while carrying out a public function. Makes corresponding changes in the Freedom of Information Act, the Election Code, the Illinois Identification Card Act, and the Illinois Vehicle Code. Effective immediately.
Amends the Firearm Concealed Carry Act. Provides that notwithstanding whether the laws of the state or territory where the non-resident resides related to firearm ownership, possession, and carrying, are substantially similar to the requirements to obtain a license under the Act, the Department of State Police shall by rule allow for a non-resident license application if the applicant is an active duty member of the Armed Forces of the United States stationed in this State or the spouse of an active duty member of the Armed Forces of the United States stationed in this State. Provides that the applicant shall pay the resident license or renewal fees (rather than the non-resident fees). Effective immediately.
Amends the Juvenile Court Act of 1987 concerning abused, neglected, and dependent minors. Provides that if the court makes an order of protection, the order may extend until the minor reaches 18 years of age. Provides that the order may require a person to abstain from offensive conduct against any person who adopts the minor or to refrain from contacting the adoptive parents in any manner that is not specified in writing in the case plan. Provides that the Department of Children and Family Services may seek an order of protection during a proceeding to terminate parental rights that may remain in effect until the minor reaches 18 years of age. Provides that after termination of parental rights, the Department may seek an order of protection for the minor at the request of foster or adoptive parents of the minor that may remain in effect until the minor reaches 18 years of age.
Designates July 18, 2015 as "Ingersoll Scout Reservation Day" in the State of Illinois.
Amends the Riverboat Gambling Act. Makes a technical change in a Section concerning the short title.
Proposes to amend the Executive Article of the Illinois Constitution. Provides that no person shall be elected to the same Executive Branch office more than twice, and no person who has held the office of an Executive Branch officer as Acting Governor or as an appointee for more than two years of a term to which some other person was elected to that office shall be elected to that Executive Branch office more than once. Effective upon being declared adopted and applies to each person elected or appointed to an Executive Branch office or who serves as Acting Governor on and after the 2018 general election.
If and only if Senate Joint Resolution Constitutional Amendment 7 of the 99th General Assembly is adopted, amends the Governor Succession Act to: (1) eliminate the reference to the office of Lieutenant Governor, and (2) require the successor to be of the same political party as the Governor. Adds the Minority Leader of the Senate to the list of successors.
Amends the Firearm Concealed Carry Act. Provides that if the licensee is an Illinois resident and moves to another state, the Department of State Police shall issue the license with the person's new address. Effective immediately.
