Amends the Liquor Control Act of 1934. Authorizes the sale of alcoholic liquor within 100 feet of a specific church located in the City of Chicago. Effective immediately.

Amends the Public Funds Statement Publication Act. Provides that all motor vehicles purchased or leased for one year or more by a State agency shall have a Vehicle Identification Number that begins with the number one, the number 2, the number 4, or the number 5. Effective January 1, 2016.
Amends the State Finance Act. Creates the Roadside Monarch Habitat Fund as a special fund in the State treasury. Amends the Illinois Vehicle Code to provide for the issuance of Monarch plates. Provides that the applicant shall pay an additional fee of $40 for original issuance of the plates, of which $25 shall be deposited into the Roadside Monarch Habitat Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that an additional fee of $27 shall be charged for each renewal, of which $25 shall be deposited into the Roadside Monarch Habitat Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. Provides that money in the Roadside Monarch Habitat Fund shall be paid as grants to fund roadside monarch and other pollinator habitat development, enhancement, and restoration projects in this State. Effective immediately.
Amends the Public Community College Act. Provides for the election (instead of appointment) of members of the Board of Trustees of Community College District No. 508 (City Colleges of Chicago). Effective immediately.
Amends the Illinois Insurance Code. Provides that a group or individual policy of accident and health insurance must provide coverage for medically necessary preventative physical therapy for insureds diagnosed with multiple sclerosis without any treatment limitation or calendar year maximum. Removes requirements that coverage under this provision be subject to the same waiting period, cost sharing limitation, treatment limitation, calendar year maximum, or other limitation as provided for other physical or rehabilitative therapy benefits.
Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.
Makes appropriations to the Department on Aging for grants and for administrative expenses associated with the purchase of services covered by the Community Care Program, and for other purposes. Effective July 1, 2015.
Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that subject to appropriation, for a person who is a resident in a facility licensed under the ID/DD Community Care Act or the Community-Integrated Living Arrangements Licensure and Certification Act for whom payments are made throughout a month and who is determined to be eligible for medical assistance, the State shall pay an amount in addition to the minimum monthly personal needs allowance authorized under the Social Security Act so that the person's total monthly personal needs allowance from both State and federal sources equals $60. Effective immediately.
Amends the Illinois Vehicle Code. Provides that every driver shall report to the Secretary of State any medical condition that is likely to cause seizures within 10 days of the driver becoming aware of the condition. Includes seizures within the standard of physical disorders characterized by momentary or prolonged lapses of consciousness or control which constitute a limitation on a person's ability to operate a motor vehicle or causes the person to be a driving hazard. Provides that a person commits reckless driving when he or she knowingly drives a vehicle when that person has, within the preceding 3 months, experienced a loss of consciousness or a seizure that would interfere with the ability to safely operate a vehicle, unless the person's condition is controlled by medical treatment or medication. Effective January 1, 2017.
Amends the Illinois Educational Labor Relations Act. Makes a technical change in a Section concerning the purpose of the Act.
