Amends the Veterinary Medicine and Surgery Practice Act of 2004. Requires any person licensed under the Act who dispenses any prescription drug to provide the client to whom the drug is dispensed with a client information sheet that sets forth certain information about the drug at the time of dispensation. Effective January 1, 2008.

Creates the Prescription Drug Price Finder Act. Requires the Department of Healthcare and Family Services to establish and maintain an online clearinghouse to be known as the State of Illinois Prescription Drug Price Finder. Provides that the Drug Price Finder shall identify the 50 most commonly prescribed drugs in Illinois and their usual and customary prices. Provides that any licensed pharmacist or pharmacy in the State may participate in the Drug Price Finder program. Sets forth the information that must be made available on the Drug Price Finder Web site, and requires the Department of Healthcare and Family Services to update the information contained on the Drug Price Finder Web site at least every 2 months. Requires that the Drug Price Finder program be fully operational within 9 months after the effective date of the Act. Requires the Department of Healthcare and Family Services to evaluate the Drug Price Finder program after 18 months and report its findings and recommendations to the General Assembly. Effective immediately.
Amends the Counties Code. Includes Peoria County in a Section pertaining to stormwater management planning committees. Effective immediately.
Amends the Property Tax Code. Exempts from taxation all property that is owned by any taxing district (now, only a municipality) and that is located within the boundaries of that taxing district and provides that any such property leased by a taxing district remains exempt, and the leasehold interest of the lessee shall be assessed. Removes exempt tax district property from certain certification procedures.
Amends the Sex Offender Community Notification Law. Provides that the Department of State Police shall provide on its Sex Offender Information web page a form that allows a person who seeks access to sex offender information to be notified by e-mail when a sex offender changes residence, employment, or school attendance to a location within a particular zip code or within a specified distance from an address, school, playground, or other area designated by the person. Provides that the Department of State Police shall provide such information by e-mail notification to a person who completes the form.
Creates the Family and Personal Protection Act. Establishes statewide uniform standards for the issuance of permits to carry concealed firearms in this State. Vests in the county sheriff the authority to issue concealed firearms permits to qualified applicants. Requires an applicant to complete a training course in handgun use, safety, and marksmanship. Also requires instruction in the law relating to firearm use. Requires an applicant to be at least 21 years of age. Prohibits an applicant who has been convicted of a felony or has a history of mental illness, addiction, or habitual alcohol use from obtaining a permit. Creates the Citizen Safety and Self-Defense Trust Fund in each county, to be administered by the sheriff. Provides that the moneys in the Fund shall be used to administer the Act. Establishes restrictions on carrying concealed firearms. Establishes standards for the training course and for certifying instructors. Amends the Firearm Owners Identification Card Act. Provides that the Family and Personal Protection Act supersedes an ordinance of a unit of local government inconsistent with that Act. Prohibits a home rule unit from regulating the issuance of permits to carry concealed firearms. Amends the Criminal Code of 1961. Exempts from an unlawful use of weapons and aggravated unlawful use of weapons violation persons who carry or possess firearms in accordance with the Family and Personal Protection Act. Effective immediately.
Amends the Property Tax Code. Provides that a county may adopt an ordinance to provide that, once an applicant qualifies for the Senior Citizens Assessment Freeze Homestead Exemption, he or she must reapply for the exemption every 3 years rather than on an annual basis.
Amends the Illinois Public Aid Code. Provides that the Department of Human Services, in consultation with the Department of Healthcare and Family Services, shall develop an initiative within the Home Services Program under which legally responsible adults may be reimbursed for providing care to eligible clients. Sets forth the components of the initiative. Provides that by November 1, 2008, the Department of Human Services and the Department of Healthcare and Family Services shall report their findings and recommendations to the General Assembly regarding proposed rule changes to the Illinois Administrative Code and amendatory changes to the State Medicaid Plan for the purpose of implementing the initiative. Provides that by January 1, 2009, the Department of Healthcare and Family Services shall seek federal approval to amend the State Medicaid Plan, and the Department of Human Services and the Department of Healthcare and Family Service shall submit proposed rule changes to the Joint Committee on Administrative Rules. Effective immediately.
Amends the Illinois Income Tax Act. Increases the amount of the earned income tax credit from 5% of the federal credit to: (i) 7.5% of the federal tax credit for taxable years ending in calendar year 2007; and (ii) 10% of the federal tax credit for taxable years ending in calendar year 2008 or thereafter. Effective immediately.
Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning speed restrictions.
