SUB COOK TB DIST DISSOLVE

Amends the Tuberculosis Sanitarium District Act. Dissolves the Suburban Cook County Tuberculosis Sanitarium District on January 1, 2006. Transfers its responsibilities to the Cook County Bureau of Health Services. Provides for transition by adding 2 members to the Board of the dissolving District. Requires transition plans to be developed. Prohibits the dissolving District from making any enhancement to pensions. Allows the Cook County Board to transfer unimproved real estate owned by the District to the Cook County Forest Preserve District. Provides that Sanitarium District land shall remain subject to any lease or encumbrance. Prohibits any local government from taking a leased parcel during the term of the lease. Allows Cook County to impose a levy for care and treatment of tuberculosis and respiratory diseases. Adds the tax base of the dissolved district to the tax base of Cook County. Effective immediately.

COMPTROLLER-DELAYED BILLS

Amends the State Prompt Payment Act. Provides that State agencies are prohibited from delaying the review of bills or the submission of bills to the Comptroller unless a defect in the bill is identified.

JUDICIAL ELECTION FINANCING

Creates the Supreme Court Campaign Reform Act. Provides that candidates for the Supreme Court may apply for a public financing benefit in connection with their campaign. Sets the amount of the public financing benefit at $750,000 for the general primary and general election cycle. Sets requirements for qualifying for the public financing benefits. Limits the amount of private contributions qualified candidates may accept. Limits the amounts that non-participating candidates may accept from private sources during campaign periods to $1,000 in the aggregate. Provides that qualified candidates must be distributed a line of credit from the Illinois Supreme Court Democracy Trust Fund to be used for lawful political expenditures. Provides for the increase of the line of credit if non-complying candidates make certain expenditures. Sets penalties for violations of the Act. Provides that the Illinois Supreme Court may require attorneys to contribute money to the Fund not to exceed $25 annually. Contains other provisions. Amends the Election Code. Provides that a payment for electioneering communications is an "expenditure". Provides that a group that "accepts contributions or makes expenditures during any 12-month period in an aggregate amount exceeding $3,000 for the purpose of electioneering communications" is a political committee. Allows the Board of Elections to impose a fine against a committee that fails to report expenditures that could trigger matching funds under the Supreme Court Campaign Reform Act. Amends the State Finance Act. Creates the Illinois Supreme Court Democracy Trust Fund. Amends the Illinois Income Tax Act. Requires the Department of Revenue to print on its standard individual income tax form a provision by which the taxpayer may make a contribution (not less than $1) to the Illinois Supreme Court Democracy Trust Fund. Amends the Clerk of the Courts Act. Requires circuit court clerks to transfer $1 from each appearance fee paid to the State Treasurer for deposit into the Supreme Court Democracy Trust Fund and, to defray that expense, the county board may, by resolution, require the clerk of the circuit court in the county to charge and collect a Supreme Court Democracy Trust Fund fee of not more than $1, which shall be paid at the time that any appearance fee is paid. Effective immediately.

INCOME TX-EMPLOYEE CHILD CR

Amends the Illinois Income Tax Act. Removes language terminating the tax credit for start-up costs for providing employee child care. Exempts the credit from the sunset provisions of the Act.

TB SANITARIUM-DISSOLUTION

Amends the Tuberculosis Sanitarium District Act. Dissolves any tuberculosis sanitarium district in a county having a population of 3,000,000 or more upon the effective date of the amendatory Act. Requires all assets and liabilities and all responsibility for tuberculosis treatment and care of the dissolved tuberculosis sanitarium district to be transferred to the county board of health. Effective December 1, 2005.

INCOME TX-ARMED SERVICE CREDIT

Amends the Illinois Income Tax Act. Provides that, for taxable years ending on or after December 31, 2005, each taxpayer is entitled to an income tax credit in the amount of $1,000 per taxable year if, at any time during the taxable year, the taxpayer's spouse served on active duty in the Illinois National Guard or a reserve component of the armed forces of the United States. Allows the credit to be carried forward for 10 years and exempts the credit from the sunset provisions of the Act. Effective immediately.

COM COL-CONTRACT PREFERENCE

Amends the Public Community College Act. Provides that in awarding contracts involving an expenditure in excess of $10,000, the board of trustees of a community college district shall comply with the same requirements that apply to the awarding of State contracts under the Business Enterprise for Minorities, Females, and Persons with Disabilities Act. Provides that at least 5% less than the percentage preference given under the Business Enterprise for Minorities, Females, and Persons with Disabilities Act shall be established as a goal to be awarded to businesses located within the community college district. Amends the State Mandates Act to require implementation without reimbursement. Effective July 1, 2005.

CONS FRAUD ACT-GIFT CER EXPIR

Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that no person shall: (1) refuse to honor a valid gift certificate; (2) reduce the value of a gift certificate, except when the holder of a gift certificate partially redeems the gift certificate as payment for goods or services; or (3) sell a gift certificate that is subject to an expiration date. Provides that upon the presentation of a gift certificate, the issuer shall disclose to the holder the date on which the gift certificate was issued and the remaining balance of the gift certificate. Deletes language requiring a gift certificate subject to an expiration date to contain a statement clearly and conspicuously printed on the gift certificate stating the expiration date. Makes other changes.

Amends the Children's Product Safety Act. Provides that the Department of Public Health shall be responsible for posting recall announcements and other information regarding the safety of children's products disseminated on the Internet. Effective immediately.
