Amends the Illinois Municipal Retirement Fund (IMRF) Article of the Illinois Pension Code. Provides that if a full-time firefighter or firefighter/paramedic employed by a city, village, incorporated town, or township that meets certain requirements is not eligible to participate in a retirement fund created under the Downstate Firefighters Article of the Code, then he or she is eligible to participate, as a sheriff's law enforcement employee, under the IMRF Article of the Code. Specifies survivor and occupational disease disability benefits that are available to the qualifying firefighters. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Amends the Public Building Commission Act. Makes a technical change to a Section concerning the short title.
Amends the Illinois Emergency Management Agency Act. Removes provisions concerning the employment status of disaster volunteers for purposes of worker's compensation. Provides that specified sworn disaster volunteers who assist the Illinois Emergency Management Agency without compensation, other than reimbursement for travel, lodging, or meals, shall be considered an employee of the Agency under the Workers' Compensation Act or Workers' Occupational Diseases Act for purposes of any claims related to the assistance provided. Further provides that a specified delegate may administer a required oath to personnel. Sets requirements concerning the filing of the oath. Makes other changes. Amends the Counties Code and the Illinois Municipal Code. Provides that specified sworn disaster volunteers who assist an emergency services and disaster agency may be covered by the county or municipality, as applicable, if it has elected to provide coverage, as an employee under the Workers' Compensation Act or Workers' Occupational Diseases Act for purposes of any claim related to the assistance provided. Effective immediately.
Amends the Emergency Medical Services (EMS) Systems Act. Makes technical changes in a Section concerning freestanding emergency centers.
Amends the Fire Protection District Act. Provides that a fire protection district may post electronically in a manner that is accessible to the general public ordinances imposing any penalty or making any appropriation instead of publishing the ordinances in a newspaper. Effective immediately.
Amends the Illinois Vehicle Code. Provides that every insurance company or surety company authorized to do business in this State shall collect a surcharge of $1 for each liability insurance policy issued which complies with statutory minimum coverage requirements. Provides that the surcharge shall be deposited into the into the Illinois Law Enforcement Alarm Systems Fund and used as follows: (i) 66.6% shall be used for homeland security initiatives and (ii) 33.3% shall be used for airborne operations. Provides that Illinois Law Enforcement Alarm Systems Executive Board shall annually supply the Director of State Police with a report of the use of the surcharges. Exempts units of government and nonprofit organizations from the new provisions. Effective January 1, 2013.
Amends the Unemployment Insurance Act. Provides for the creation of a program of shared work benefits, under which an employee retained at reduced hours instead of being laid off may receive payment of unemployment insurance benefits reduced proportionately by the employee's weekly hours worked. An employer wishing to participate in this program must submit to the Director of Employment Security a shared work compensation plan in writing identifying specific employees for participation. This application must be done once for each 12-month period of participation in the program. The Director shall approve or reject a plan in writing within 15 days of its receipt. The Director may also revoke the approval of a shared work compensation plan for good cause. Effective July 1, 2011.
Amends the Personnel Code. Creates the Registered Nurse Registry Pilot Program to be administered by the Department of Central Management Services. Provides that the Department shall create and maintain an in-house registry of extra help employees for certain State operated facilities to improve staffing needs and to avoid the use of mandatory overtime. Provides that the in-house registry shall meet certain requirements. Provides that a State operated facility may appoint a Registered Nurse I or Correctional Nurse I as an extra help employee if certain conditions are met.
Amends the Mental Health and Developmental Disabilities Code. Makes a technical change in a Section concerning legal disability.
Amends the Illinois Public Aid Code. Requires the Department of Healthcare and Family Services to establish by rule methodologies for payments to hospital-based organized clinics. Sets forth certain requirements clinics must meet in order to qualify for payments, including the requirement that the clinic be adjacent to or on the premises of the hospital and be licensed under the Hospital Licensing Act or the University of Illinois Hospital Act, and the requirement that the clinic have provider-based status under the federal Medicare program. Effective immediately.
