Amends the Environmental Protection Act. Establishes a Beneficial Use Determination Program. Provides that a generator or proposed user of an item that would otherwise be considered waste may apply to the Environmental Protection Agency for a determination that the item has a beneficial use. If the Agency determines that an item has a beneficial use, it is not considered waste under the Act. Provides that the provisions of the amendatory Act are severable. Effective immediately.
Amends the Environmental Protection Act. Changes the allocation of monies from the Used Tire Management Fund. Effective immediately.
Amends the Environmental Protection Act. In provisions concerning the nitrogen oxide trading system, provides that the Environmental Protection Agency may sell certain early reduction credits and allowances to specified Illinois sources. In a list of uses for the NOx Trading System Fund, adds accepting funds from persons who purchase early reduction credits and financing costs associated with the air pollution control program and removes disbursement of proceeds of the NOx allowances sales. Effective immediately.
Amends the Public Utilities Act. Provides that an electric utility must establish a "net metering" pilot program for its retail customers that own and operate a solar or wind electrical generating facility with a capacity of not more than 40 kilowatts located on the customer's premises and intended to offset part of the customer's electrical requirements. Requires separate pilot programs for residential and business customers. Provides that an electric utility that has conducted a net electrical energy metering pilot program for either its residential or business customers, or both, that was initiated before the effective date of this amendatory Act need only file a report of the results of the program with the Commerce Commission. Provides that the electric utility must report the results of the pilot program to the Commerce Commission by July 1, 2004. Requires the Commission to provide a summary and an analysis of the reports to the General Assembly by September 1, 2004. Effective immediately.
Amends the Elections Article of the School Code. Makes a technical change in a Section concerning ballot forms.
