SALES TAX-SCHOOLS

Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that the general rate of tax under the Acts shall be 7.25% (currently, 6.25%). Provides that the additional moneys received from the increase shall be deposited into the School Infrastructure Support Fund. Provides that moneys in the School Infrastructure Support Fund shall be used to make grants to school districts in the State for safety and security upgrades, energy efficient heating and cooling systems, building projects, and facility enhancements, and for the payment of obligations issued by the school district. Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois and the State Finance Act to make conforming changes. Effective July 1, 2015.

HIGHER ED-JNT SRVCS TRANSCRIPT

Amends various Acts relating to the governance of public universities in Illinois. Requires the governing board of each public university to develop and maintain a written policy concerning the credits that the university will award for courses on a joint services transcript. Defines "joint services transcript". Effective January 1, 2017.

NORTH AMERICAN-MADE VEHICLES

Amends the Public Funds Statement Publication Act. Provides that all motor vehicles purchased or leased for one year or more by a State agency shall have a Vehicle Identification Number that begins with the number one, the number 2, the number 4, or the number 5. Effective January 1, 2016.

CNTY CD-SCHOOL FACILITIES

Amends the Counties Code. Increases the maximum rate for the county school facility occupation tax from 1% to 2%. Provides that, in addition to the uses currently provided for by law, proceeds from the tax may also be used for transportation costs and technology investments. Effective July 1, 2016.

CON AMEND-HOME RULE

Proposes to amend the Local Government Article of the Illinois Constitution. Provides that a municipality shall automatically become a home rule unit with a population of more than 5,000 (currently, more than 25,000). Makes conforming changes. Effective upon being declared adopted.

CONSERVATION POLICE

Amends the Department of Natural Resources (Conservation) Law of the Civil Administrative Code of Illinois. Provides that the Department of Natural Resources shall implement measures to ensure that the Office of Law Enforcement establishes and maintains a sworn police force of at least 175 personnel by July 1, 2020. Provides that accrual of sworn conservation police officers along with necessary support staff shall be added incrementally beginning with Fiscal Year 2016 with subsequent additions established until the goal is reached. Provides that, anytime the number of sworn officers drops below a minimum of 165, the Department shall immediately implement hiring procedures to reestablish the number of sworn officers back to 175.
