LOCAL GOVT RECALL ELECTION

Creates the Local Government Elected Official Recall Act. Provides that local officeholders who were elected during a general or consolidated election may be recalled under the Act. Establishes petition requirements for recall elections. Limits home rule powers.

CONAMEND-RECALL OFFICIALS

Proposes to amend the Suffrage and Elections Article of the Illinois Constitution. Sets out a procedure for the recall of all State Executive Branch officers (rather than only the Governor), legislative leaders, the Auditor General, members of the General Assembly, and local government officials. Makes changes to the procedures for the recall of the Governor. Effective upon being declared adopted.

DOMESTIC VIOLENCE AWARENESS

Amends the State Commemorative Dates Act. Provides that the month of October of each year is designated as Domestic Violence Awareness Month to be observed throughout the State as a month set apart to promote awareness of domestic violence and to support advocacy activities that will reduce its prevalence in the State.

$SUPP-FEED IL SENIORS

Amends Public Act 103-589. Appropriates $25,000,000 from the General Revenue Fund to the Department on Aging for the Home Delivered Meals Program. Changes the amount appropriated to the Department of Human Services for Illinois Welcoming Centers to $114,400,000 (rather than $139,400,000). Effective immediately.

ELEC CD-VERIFY CITIZENSHIP

Amends the Election Code. Provides that the election authority shall reject any application for registration that is not accompanied by satisfactory evidence of United States citizenship. Specifies the documents that provide satisfactory evidence of citizenship. Provides that any person who is registered in the State on the effective date of the amendatory Act is deemed to have provided satisfactory evidence of citizenship and shall not be required to resubmit evidence of citizenship unless the person is changing voter registration from one county to another. Sets forth additional requirements.

ELEC-NON-CITIZENS PROHIBITED

Amends the Election Code. Provides that, except as otherwise provided by federal law, any person who is not a citizen of the United States and who knowingly registers to vote or knowingly votes in an election, including a municipal election, shall be guilty of a Class 4 felony. Provides that, except as otherwise provided by federal law, any person who knowingly registers a person to vote who is not a citizen of the United States shall be guilty of a Class 4 felony. Effective immediately.

MEDICAID MORATORIUM-NONCITIZEN

Urges a moratorium on the enrollment of new beneficiaries for Medicaid services under the program for undocumented immigrants and a moratorium on the expansion of Medicaid services and coverage for any new population of undocumented immigrants not already covered; and urges the Auditor General to conduct a performance audit as soon as reasonably possible, and annually thereafter, to assess the Department of Healthcare and Family Services' administration of the program of Medicaid services and coverage provided to undocumented immigrants.

SUPPORT ISRAEL

Expresses unlimited, unwavering support for the civilians, soldiers, defenders, and government of the Republic of Israel. Rejects any attempt to compromise, undermine, or "both sides" this fundamental moral issue of human good and evil. Extends sincere condolences to the families who have lost loved ones in this brutal assault, including the families of the 27 American citizens who lost their lives.
