Amends the Motor Fuel Tax Law. Provides that the moneys received by the Department of Revenue under the Act on taxes imposed on the sale of motor fuel sold on the Chain O'Lakes shall be remitted back to the Chain O'Lakes - Fox River Waterway Management Agency or to the Department of Natural Resources and shall be used for waterway purposes. Effective immediately.

Amends the Regulatory Sunset Act. Changes the repeal date of the Clinical Psychologist Licensing Act, the Illinois Optometric Practice Act of 1987, the Marriage and Family Therapy Licensing Act, the Boxing and Full-contact Martial Arts Act, the Massage Therapy Practice Act, the Medical Practice Act of 1987, and the Licensed Certified Professional Midwife Practice Act to January 1, 2032 (rather than January 1, 2027). Amends the Clinical Psychologist Licensing Act. Makes changes in provisions concerning written collaborative agreements; temporary authorization of practice by persons licensed in other jurisdictions; and disciplinary action. Amends the Marriage and Family Therapy Licensing Act. Makes changes in provisions concerning exemptions and restrictions and limitations. Amends the Massage Therapy Practice Act. Makes changes in provisions concerning licensure requirements and grounds for discipline. Amends the Medical Practice Act of 1987. Makes changes in provisions concerning certain permits; disciplinary action; and physician delegation of authority. Amends the Illinois Optometric Practice Act of 1987. Makes changes in provisions concerning permitted activities and grounds for disciplinary action. Amends the Illinois Physical Therapy Act. Makes changes in provisions concerning exempt activities. Amends the Boxing and Full-contact Martial Arts Act. Makes changes in provisions concerning the authorization to conduct contests; professional or amateur contests; and medical suspension. Amends the Sex Offender Evaluation and Treatment Provider Act. Makes changes in provisions concerning qualifications for licensure and the appointment of a hearing officer. Repeals provisions concerning a roster of names maintained by the Department of Financial and Professional Regulation. Amends the Barber, Cosmetology, Esthetics, Hair Braiding, and Nail Technology Act of 1985. Makes changes in provisions concerning the requisites for ownership or operation of salons and shops. Amends the Electrologist Licensing Act. Makes changes in provisions concerning exemptions. Amends the Professional Service Corporation Act. Makes changes in the definition of "related professional services". Amends the Professional Limited Liability Company Act. Makes changes in provisions concerning the nature of business. Makes other changes. Effective immediately.

Amends the Courses of Study Article of the School Code. Provides that, as a prerequisite to receiving a high school diploma, each pupil entering the 9th grade beginning with the 2028-2029 school year must successfully complete either 2 years of foreign language courses or at least 2 years of career-focused coursework that has been authorized by the State Board of Education as meeting the requirements for a College and Career Pathway Endorsement under the Postsecondary and Workforce Readiness Act (rather than requiring the successful completion of 2 years of foreign language courses). Amends various Acts relating to the governance of public universities in Illinois. Provides that a public university may not require State public high school graduates, as a condition of acceptance, to have completed any years of foreign language courses unless the university permits, as an alternative to completion of a foreign language course, attainment of a College and Career Pathway Endorsement under the Postsecondary and Workforce Readiness Act. Effective immediately.

Amends the Code of Criminal Procedure of 1963. In a provision concerning the prosecution of a person for an offense of criminal sexual assault, predatory criminal sexual assault of a child, aggravated criminal sexual assault, criminal sexual abuse, aggravated criminal sexual abuse, aggravated battery, or aggravated domestic battery, deletes a provision which states that there is a rebuttable presumption that the testimony of a victim who is a child under 13 years of age shall occur outside the courtroom and the child's testimony shall be shown in the courtroom by means of a closed circuit television. Deletes that this presumption may be overcome if the defendant can prove by clear and convincing evidence that the child victim will not suffer severe emotional distress. Provides that, if the court denies the State's request for the child victim's testimony to be taken outside the courtroom, the court shall toll the speedy trial requirements for 30 days to allow the State to present the motion to the court again before trial requesting the child's testimony to be taken outside the courtroom by means of a closed circuit television.

Amends the Illinois Insurance Code. Provides that a group or individual plan of accident and health insurance or managed care plan amended, delivered, issued, or renewed on or after January 1, 2027 shall provide coverage for medically prescribed seizure detection devices. Requires all covered seizure detection devices to be approved for use by individuals, and for the choice of device to be made based upon the individual's circumstances and medical needs in consultation with the individual's medical provider. Sets forth provisions prohibiting prior authorization and cost-sharing, as specified. Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, the Voluntary Health Services Plans Act, and the Illinois Public Aid Code to require coverage under the provisions of those Acts. Effective immediately.

Amends the Counties Code. In provisions about commercial wind energy facilities and commercial solar energy facilities, removes changes made by Public Act 102-1123. Provides that any provision of a county zoning ordinance pertaining to wind farms, commercial wind energy facilities, or commercial solar energy facilities that was in effect before January 27, 2023 may continue in effect notwithstanding any changes made in Public Act 102-1123 and, if applicable, any provision of a county zoning ordinance pertaining to wind farms that was in effect before August 16, 2007 may continue in effect notwithstanding the changes made in Public Act 95-203.

Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Instructs the Department of Public Health to require a health care practitioner who is treating a patient diagnosed with epilepsy and at elevated risk for sudden unexpected death in epilepsy and who has primary responsibility for the treatment and care of the patient for epilepsy, other than a health care practitioner treating that patient in an emergency situation, to provide that patient with certain written information regarding sudden unexpected death in epilepsy. Requires the Department to provide that written information to health care practitioners and post the information on the Department's website. Requires the Department to ensure that the information is culturally and linguistically appropriate for all recipients. Allows a local or national organization that provides education or services related to epilepsy conditions to request that the Department include on its website the organization's informational material and contact information. Requires the Department to provide guidance to health care practitioners in determining whether a patient is at elevated risk for sudden unexpected death in epilepsy. Requires the Department to adopt rules. Amends the Medical Practice Act of 1987, the Nurse Practice Act, and the Physician Assistance Practice Act to require licensees under the Acts to comply with the amendatory provisions in the Department of Public Health Powers and Duties Law. Provides that certain licensees under the Acts who violate the amendatory provisions shall be issued a warning by the Department of Financial and Professional Regulation and shall suffer no further penalty or discipline for a first offense if the violation was not committed willfully or knowingly. Provides that certain licensees under the Acts who commit a subsequent violation of the amendatory provisions shall pay a civil penalty, as determined by the Department of Financial and Professional Regulation, of no more than $10,000 to the Department of Financial and Professional Regulation for each subsequent violation. Makes other changes.

Amends the Public Utilities Act. Provides that, beginning January 1, 2027, the Illinois Commerce Commission shall maintain a website that details any charges, either required by law or approved by the Commission, that are charged by an electric utility, other than delivery or supply charges. Provides that the website shall include certain information for amounts collected from a charge that are remitted to the State and for amounts collected from a charge that are retained by the electric utility.

Amends the Interscholastic Athletic Organization Act. Provides that any athletic team or sport that is under the jurisdiction of an association or entity that provides for interscholastic athletics or athletic competition among schools and student must be expressly designated as (i) a male athletic team or sport, (ii) a female athletic team or sport, or (iii) a coeducational athletic team or sport. Provides that an athletic team or sport designated as being female is available only to participants who are female, based on their biological sex. Requires a school district or nonpublic school to obtain a written statement signed by a student's parent or guardian or the student verifying the student's age, biological sex, and that the student has not taken performance enhancing drugs; provides for a penalty for false or misleading statements. Prohibits a governmental entity or an association or entity that provides for interscholastic athletics or athletic competition among schools and students from entertaining a complaint, opening an investigation, or taking any other adverse action against a school district or nonpublic school for maintaining athletic teams or sports in accordance with these provisions.
