FORECLOSURE MORTGAGE FRAUD

Amends the Counties Code. Provides that in counties with a population of more than 3,000,000, if a mortgagee is the purchaser of any property on which it holds a mortgage at a judicial sale, the mortgagee, and any real estate professional listing the property on behalf of the mortgagee after the judicial sale, shall register with the county's property fraud alert system. Further provides that the property fraud alert system shall notify all registered property owners and registered real estate professionals not later than 15 days after a document is recorded with the county recorder that relates to a registered property. Amends the Mortgage Foreclosure Article of the Code of Civil Procedure making conforming changes. Amends the Mortgage Act. Provides that a mortgagee shall publish a telephone number, email address, or both where a real estate professional may contact the mortgagee to verify the mortgagee's ownership interest in property. Further provides that a mortgagee shall respond by phone or e-mail no later than the next business day after the inquiry to verify ownership of the property.

DIVERSITY DISCLOSURES ACT

Creates the Diversity Disclosures Mechanisms for Vendors Act. Defines terms. Authorizes the Department of Central Management Services to create and administer a diversity reporting initiative. Permits the Department to produce a front-end report and supplemental report requesting the racial and ethnic background of all employees employed by any vendor. Requires vendors to complete and submit to the Department the front-end report at the time of the execution of the contract, and the supplemental report after the completion of the performance required under the contract.

$HIGHER EDUCATION

Appropriates $160,000,000 from the General Revenue Fund to the Board of Higher Education for emergency assistance to public universities. Appropriates $40,000,000 from the General Revenue Fund to the Illinois Community College Board for emergency assistance to community colleges. Effective immediately, but does not take effect at all unless Senate Bill 3044 of the 99th General Assembly becomes law.

HIGHER ED-SUPPLIER DIVERSITY

Amends the Board of Higher Education Act. Provides that the Board of Higher Education shall require all public and private institutions of higher education located in this State to submit an annual report on or before April 15, 2016 and on or before each April 15 thereafter, in a searchable Adobe PDF format, on all procurement goals and actual spending for female-owned, minority-owned, veteran-owned, and small business enterprises in the previous calendar year. Provides that each institution shall include certain information in its annual report. Provides that the Board and all institutions shall hold an annual workshop open to the public in July of 2016 and each July thereafter on the state of supplier diversity to collaboratively seek solutions to structural impediments to achieving stated goals. Sets forth other Board requirements. Effective immediately.

FILM TAX-LABOR EXPENDITURES

Amends the Film Production Services Tax Credit Act of 2008. Removes a provision excluding industrial, corporate, or institutional productions from the definition of "accredited production". Provides that the term "Illinois production spending" includes compensation paid to performing artists. Defines "performing artist". Provides that the term "Illinois labor expenditure" includes the first $1,000,000 of wages paid to or incurred in connection with the employment of each performing artist, except that, if the performing artist is not an Illinois resident, the first $100,000 of wages paid to that performing artist shall be excluded. Effective immediately.
