Amends the Private Sewage Disposal Licensing Act. Permits a unit of local government to require homeowners who maintain a private sewage disposal system within the unit of local government to provide verification, on an annual basis, to the unit of local government of a valid contract with a licensed private sewage disposal system installation contractor. Effective immediately.

Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Creates an exemption from taxation under the Acts for tangible personal property that is used or consumed in a research facility in the process of the research and development of items of tangible personal property that are intended for commercial sale. Provides that the Acts' sunset provisions do not apply to these exemptions. Effective immediately.
Amends the Illinois Income Tax Act. Increases the amount of the research and development credit from 6.5% to 10% of the qualifying expenditures for increasing research activities in this State for taxable years ending on or after December 31, 2007. effective immediately.
Creates the Technology-Based Young Adult Day Program Act. Requires the Department of Human Services to establish a technology-based day program for young adults aged 18-30 who have a developmental disability. Provides for a 3-year phase-in of the program: (1) for FY2010, requires a pilot program in DuPage County; (2) in addition, for FY2011, requires the Department to make training and technology resources available to the State Superintendent of Education to provide secondary school students statewide with skills they need for higher education and employment; and (3) in addition, for FY2012, requires the Department to develop a community-integrated living arrangement (CILA) pilot program that emphasizes the use of technology. Requires reports to the General Assembly concerning the operation of the pilot programs, and authorizes the Department to expand the pilot programs to other areas of the State. Makes implementation of the program subject to appropriations.
Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, the Voluntary Health Services Plans Act, and the Illinois Public Aid Code to provide coverage for autism spectrum disorders to the extent that the diagnosis and treatment of autism spectrum disorders are not already covered by the policy or plan. Provides that this coverage shall be subject to a maximum benefit of $36,000 per year, but shall not be subject to any limits on the number of visits to an autism service provider. Makes other changes. Effective immediately.

Amends the Department of Natural Resources (Conservation) Law, the Department of Transportation Law, the State Fire Marshal Act, and the Environmental Protection Act. Requires that the rulemaking processes of the Department of Natural Resources, the Department of Transportation, the State Fire Marshal, the Pollution Control Board, and the Environmental Protection Agency include a process for expediting the issuance of permits and licenses for oil refineries. Authorizes these State agencies to engage the experts and additional resources that are reasonably necessary for implementing this expedited process. Sets forth that the applicant must request the use of the expedited process and that any additional costs shall be borne by the applicant. Effective immediately.
Creates the Illinois Venture Capital Act. Contains only a short title provision.
Amends the Illinois Domestic Violence Act of 1986. Authorizes the creation of Domestic Violence Fatality Review Teams to identify and review the circumstances that led to domestic violence related homicides and identify strategies to prevent future fatalities. Allows, for the limited purpose of domestic violence fatality reviews, the disclosure to Team members of any information deemed confidential, privileged, or prohibited from disclosure by any other Act. Provides that confidential information obtained by a Team shall remain confidential and may not be disclosed by the Team. Provides that the proceedings, records, opinions, and deliberations of a Team shall be privileged. Limits the liability for a Team member or a person providing information to a Team for civil damages arising out of an official act or an omission during the gathering or processing of information by a Team, except for willful or wanton misconduct or acts performed outside the scope of the authority of the Team. Provides that the Office of the Attorney General shall convene a statewide Domestic Violence Fatality Review Advisory Council with specified duties. Amends the Freedom of Information Act. Exempts information gathered by a Team from the requirements of the Freedom of Information Act.
Amends the Illinois Vehicle Code. Provides that a person may not operate a pickup truck on a public highway while the open cargo area of the pickup truck is occupied by any person. Provides that the prohibition does not apply to recreational vehicles or truck campers. Provides that the prohibition does not apply to a pickup truck that is being used in production agriculture or in an emergency situation or to a pickup truck that is being driven in a parade or to or from a parade in which the pickup truck has been or is to be driven. Provides that a violation is a Class C misdemeanor.
