PROP TAX FREEZE-DISABLED

Amends the Property Tax Code. Includes disabled persons within the provisions granting an assessment freeze homestead exemption to senior citizens. Changes the name to the Senior Citizens and Disabled Persons Assessment Freeze Homestead Exemption (now Senior Citizens Assessment Freeze Homestead Exemption). Makes corresponding changes to a cross-reference to the exemption. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

PRIVATE SEWAGE-LOCAL GOV REG

Amends the Private Sewage Disposal Licensing Act. Permits a unit of local government to require homeowners who maintain a private sewage disposal system within the unit of local government to provide verification, on an annual basis, to the unit of local government of a valid contract with a licensed private sewage disposal system installation contractor. Effective immediately.

VET AFFAIRS-MATERIAL REMOVAL

Amends the Military Code of Illinois and the Department of Veterans Affairs Act. Provides that no employee of the Department of Military Affairs or the Department of Veterans Affairs may remove sensitive material, including without limitation material containing social security numbers of or other personal information concerning veterans or their families, from Department offices without authorization. Effective immediately.

$IDPH-KANE COUNTY HEALTH PILOT

Appropriates $5,000,000 from the General Revenue Fund to the Department of Public Health to provide funding to establish a pilot program in Kane County for the coordination of specialty health care services, pharmaceutical drug assistance, and diagnostic testing for individuals who are not eligible for medical assistance under the Illinois Public Aid Code and who do not have other health insurance coverage. Effective July 1, 2007.

SILVER ALERT PROGRAM

Amends the Department of State Police Law of the Civil Administrative Code of Illinois. Creates the Silver Alert System. The Silver Alert System provides for the rapid dissemination of information regarding a missing person who is believed to be suffering from dementia or a similar cognitive impairment. Specifies the requirements and procedures for the alert system. Creates the Silver Alert System Task Force. Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Provides that the Department of Transportation, in coordination with the Department of State Police, shall use electronic message signs to provide critical information to the public regarding missing persons believed to be suffering from dementia or a similar cognitive impairment. Effective immediately.

AUTISM SPECTRUM DISORDERS

Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, the Voluntary Health Services Plans Act, and the Illinois Public Aid Code to provide coverage for autism spectrum disorders to the extent that the diagnosis and treatment of autism spectrum disorders are not already covered by the policy or plan. Provides that this coverage shall be subject to a maximum benefit of $36,000 per year, but shall not be subject to any limits on the number of visits to an autism service provider. Makes other changes. Effective immediately.

DCEO-RETOOLING PROGRAM

Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Creates, within the Department of Commerce and Economic Opportunity, the New Generation Manufacturing Competitiveness Council for the purpose of advocating, coordinating, and implementing policies to help manufacturers in the State compete in the global marketplace. Sets forth procedures for appointments and for the operation of the Council.

VEH CD&ID ACT-FALSE ID MAKING

Amends the Illinois Vehicle Code and the Illinois Identification Card Act. Provides that any person convicted of knowingly duplicating, manufacturing, selling, or transferring any fraudulent driver's license or permit is guilty of a Class 3 felony. Provides that a person is guilty of a Class 2 felony if he or she, in furtherance of gang activity, knowingly duplicates, manufactures, sells, or transfers any fraudulent driver's license or permit or any fraudulent identification card.

EARLY INTERVENTN-AUTISM-4 YRS

Amends the Early Intervention Services System Act. Provides that for purposes of the Act, "eligible infants and toddlers" (that is, infants and toddlers who are eligible for services under the Act) also means infants and toddlers under 48 (instead of 36) months of age who have been diagnosed with autism. Effective immediately.
