Amends the Illinois Identification Card Act and the Illinois Vehicle Code. Allows the issuance of an identification card or a driver's license with a veteran designation to a member of the armed forces, including a member of any reserve component or National Guard unit, regardless of whether he or she served on active duty. Makes conforming changes. Effective immediately.

Amends the Illinois Commercial Feed Act of 1961. Provides that inspections under the Act may include documentation of events, including, but not limited to, depictions, photographs, or drawings of the establishment or vehicles. Provides that any rules, regulations, or good manufacturing practices adopted under the Illinois Food, Drug and Cosmetic Act and the federal Food Safety Modernization Act shall serve as the requirements for the good manufacturing practices for the purposes of the Act. Provides that those good manufacturing practices shall apply equally to medicated and non-medicated feed manufacturing including production records and the master records file, unless specifically required as part of another good manufacturing practice rule or regulation. Provides that any person given notice of that person's violation of the Act or its rules shall be given the opportunity to be heard as prescribed by the Director. Establishes penalties for specified violations. Effective immediately.
Amends the Covering ALL KIDS Health Insurance Act. Changes the definition of resident to mean a person who meets the residency requirements as defined in the provision of the Illinois Public Aid Code concerning residence (instead of an individual (i) who is in the State for other than a temporary or transitory purpose during the taxable year or (ii) who is domiciled in the State but is absent from the State for a temporary or transitory purpose during the taxable year).
Amends the Criminal Code of 2012 relating to first degree murder. Adds and eliminates aggravating factors for which the death penalty may be imposed. Amends the Code of Criminal Procedure of 1963. Eliminates provision that abolishes the sentence of death. Enacts the Capital Crimes Litigation Act of 2016. Provides that all unobligated and unexpended moneys remaining in the Death Penalty Abolition Fund on the effective date of the amendatory Act shall be transferred into the Capital Litigation Trust Fund. Amends the State Appellate Defender Act. Provides that in cases in which a death sentence is an authorized disposition, the State Appellate Defender shall provide trial counsel with legal assistance and the assistance of expert witnesses, investigators, and mitigation specialists from funds appropriated to the State Appellate Defender specifically for that purpose by the General Assembly. Provides that the Office of State Appellate Defender shall not be appointed to serve as trial counsel in capital cases.
Amends the Criminal Code of 2012. Creates the offense of possession of explosive substances. Provides that a person commits the offense when he or she knowingly possesses triacetone triperoxide (TATP) or hexamethylene triperoxide diamine (HMTD). Provides that a violation is a Class 4 felony. Provides exemptions.
Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that, beginning July 1, 2015, each month the Department shall pay into the Road Fund 80% of the net revenue realized for the preceding month from the sale of motor fuel and gasohol. Provides that, beginning July 1, 2015, each month the Department shall pay 20% of the net revenue realized for the preceding month from the sale of motor fuel and gasohol into certain local tax funds. Effective immediately.
States the belief that the Thomson Correctional Center is not a suitable location for the indefinite detention of some 91 unlawful enemy combatants from Guantanamo Bay, Cuba. Urges the federal government to remember the pledge set forth by United States Attorney General Eric H. Holder, Jr. that the Thomson Correctional Center would not be used to detain prisoners from Guantanamo Bay. Urges President Barack Obama and his administration to reconsider the decision to close the facilities of Guantanamo Bay on the grounds that such location is by far the safest and best suited location for the indefinite detention of unlawful enemy combatants.
Amends the Covering ALL KIDS Health Insurance Act. Provides that a child is not eligible for coverage under the Covering ALL KIDS Health Insurance Program if he or she is an undocumented immigrant.
