Amends the State Finance Act. Creates the Crime Victims' Rights Compliance Officer Fund as a special fund in the State treasury. Amends the Illinois Police Training Act. Provides that the curriculum established by the Illinois Law Enforcement Training Standards Board shall include training in techniques designed to promote effective communication with crime victims and ways to comprehensively explain to victims and witnesses their rights under the Rights of Crime Victims and Witnesses Act and the Violent Crime Victim's Assistance Act. Amends the Rights of Crime Victims and Witnesses Act. Creates the Office of the Crime Victims' Rights Compliance Officer. Provides that the Crime Victims' Rights Compliance Officer shall be appointed by the Governor from a list of at least 3 persons, prepared and submitted by the Violent Crimes Advisory Commission, to serve a 3-year term at the pleasure of the Governor. Establishes the duties of the Crime Victims' Rights Compliance Officer. Provides that any person who willfully or maliciously commits a violation of the Rights of Crime Victims and Witnesses Act is liable for a civil penalty not to exceed $1,000. Provides that such action may only be pursued by the Crime Victims' Rights Compliance Officer. Provides that if after the Crime Victims' Rights Compliance Officer receives and investigates a complaint of a violation of the Act and concludes that a willful and malicious violation has occurred, he or she shall generate a report detailing his or her findings of fact, conclusions as to the specific legal violations, and recommended sanctions. Establishes court procedures for pursuing the sanctions.

Amends the Illinois Housing Development Act to authorize the Illinois Housing Authority to establish and administer a foreclosure prevention counseling program using moneys in the Foreclosure Prevention Counseling Fund, appropriated for that purpose, to make grants to HUD-certified housing counseling agencies to support pre-purchase and post-purchase home ownership education and foreclosure prevention counseling. Amends the State Finance Act to create the Foreclosure Prevention Counseling Fund. Provides that 75% of the moneys in this Fund shall be used for housing counseling outside Chicago and 25% of the moneys shall be used for such counseling in Chicago. Effective immediately.
Amends the Environmental Protection Act. Beginning January 1, 2030, prohibits the installation or operation of drycleaning machines that use perchloroethylene. Until that date, authorizes the use of (i) perchloroethylene drycleaning machines that have only a primary control system, but only for the remainder of each machine's useful life and at the facility at which it is located on the effective date of the amendatory Act and (ii) perchloroethylene drycleaning machines that have primary and secondary control systems. Beginning January 1, 2013, prohibits a person from operating a drycleaning machine unless (i) a person with specified training is present at the facility during the machine's operation and (ii) certain secondary containment measures are in place. Authorizes the Environmental Protection Agency, by rules adopted before July 1, 2013, to require manufacturers of alternatives to perchloroethylene to provide information about those products to the Agency. Requires the Agency to review the safety and legality of the perchloroethylene alternatives. Defines "drycleaning", "drycleaning machine", "drycleaning solvents", "perchloroethylene drycleaning machine", "primary control system", "refrigerated condenser", and "secondary control system". Effective January 1, 2012.
Amends the Public Utilities Act. Makes a technical change in a Section concerning delivery services implementation plans.
Amends the Firearm Owners Identification Card Act. Provides that the prohibition on issuance of a Firearm Owner's Identification Card and the grounds for revocation of such Card for being a patient in a mental institution within the past 5 years or for being adjudicated as a mental defective do not apply to an active law enforcement officer employed by a unit of local government. Effective immediately.
Amends the Illinois Income Tax Act. Provides that any fund that received less than $100,000 but more than $90,000 by October 1, 2011 shall also be included on the individual income tax form for the taxable year beginning on January 1, 2012. Provides that, if a fund that received less than $100,000 but more than $90,000 by October 1, 2011 does not receive at least $100,000 in contributions by October 1, 2013, or by October 1 of any subsequent year, then the fund shall be removed from the individual income tax return forms for each year following the year in which the fund did not receive at least $100,000, and all subsequent contributions to the fund shall be refunded to the taxpayer. Effective immediately.
Creates the Illinois Service Member Civil Relief Act. Provides that nothing in the Act is intended to impair any existing right or benefit available to any service member. Provides that certain legal protections afforded to service members (and family members where specified) are subject to stated provisions of law. Amends the Illinois Administrative Procedure Act to set forth a provision concerning stays of contested case hearings for service members. Amends the Civil Administrative Code of Illinois to set forth a provision concerning deadline extensions for service members. Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois to make changes to the provision concerning bulk long distance telephone services for military personnel in military service (now on active duty). Amends the Military Code of Illinois, Illinois Municipal Code, Illinois Insurance Code, Public Utilities Act, Service Member's Employment Tenure Act, Code of Civil Procedure, Landlord and Tenant Act, Uniform Commercial Code, Interest Act, Retail Installment Sales Act, Military Personnel Cellular Phone Contract Termination Act, and Motor Vehicle Leasing Act to make changes in certain provisions concerning military personnel. Amends the Illinois Human Rights Act to provide that a violation of specified provisions regarding legal protections for military personnel constitutes a civil rights violation under the Illinois Human Rights Act.
Amends the Nursing Home Care Act. Repeals a provision concerning the placement of involuntary transfer or discharge notices in a nursing home resident's clinical record. Amends the ID/DD Community Care Act. Repeals a provision concerning the transmission of involuntary transfer or discharge notices to the Department of Public Health, the named resident, the resident's representative, and, if the resident's care is paid for in whole or in part with federal funds, the Department of Healthcare and Family Services. Amends the Illinois Public Aid Code. Removes the term "exceptional medical care" and its corresponding definition. Repeals a provision requiring the Department of Healthcare and Family Services to enter into a contract for $1,000,000 with the provider of community mental health services that has more than 700 beds at over 30 service locations in multiple counties for purposes of supporting the implementation of time-limited resident review and rapid reintegration targeted to residents of federally defined Institutions for Mental Disease. Repeals a provision requiring the Department to utilize up to $2,000,000 of the Fiscal Year 2009 appropriations for federally defined Institutions for Mental Disease to pay providers of community mental health services that are certified by the Department of Human Services. Effective immediately.
Amends the Civil Administrative Code of Illinois. Adds an optometrist to the State Board of Health.
Amends the Emergency Medical Services (EMS) Systems Act. Makes changes in the provision concerning definitions to include "Emergency Medical Services Personnel". Makes changes in the provisions concerning scope of services, Emergency Medical Services (EMS) Regions, Emergency Medical Services (EMS) Systems, the development and content of EMS Region Plans, Emergency Medical Services (EMS) Resource Hospitals, EMS System participation suspensions and due process, the State Emergency Medical Services Disciplinary Review Board, Emergency Medical Services Personnel licensure levels (now Emergency Medical Technician (EMT) licensure), scope of practice, EMS Lead Instructors, Emergency Medical Dispatchers, Trauma Nurse Specialist (TNS) licensure (now certification), Pre-Hospital RNs and Emergency Communications Registered Nurses, Trauma Center designations, Trauma Center misrepresentation, complaint investigations, violations and fines, misrepresentation, falsification of documents, criminal penalties, injunctions, the State Emergency Medical Services Advisory Council, and the State Trauma Advisory Council. Repeals a provision concerning First Responders. Effective on January 1, 2013.
