MODERATE
This bill modifies the State Universities Civil Service Act to remove the strict requirement that all job applicants must be Illinois residents. Instead, it establishes a preference for state residents but allows non-residents to be hired if no qualified residents are available after a six-month waiting period. Non-residents hired under this provision must establish residency within 12 months or live within 60 miles of the workplace.
Scope change
The bill expands the scope of eligible candidates for university employment from exclusively Illinois residents to include non-residents, contingent on specific residency timelines and distance requirements.
ELIGIBILITY

Deleted the mandatory requirement that all examination applicants must be citizens or residents of Illinois.

Added a preference for state residents, allowing non-residents to fill positions if no qualified residents are found within six months.

REQUIREMENT

Introduced a new requirement for non-resident hires to establish residency within 12 months or reside within 60 miles of the facility.

Changed the waiver of residence requirements for law enforcement and technical positions to apply when no qualified residents are available, rather than as a blanket waiver.
