MODERATE
The bill was amended to clarify that civil penalties apply to any 'person' rather than just licensed entities, and updated the application requirements to include specific financial and insurance details. These changes aim to broaden enforcement authority and ensure nurse agencies have adequate financial safeguards before operating.
Scope change
The bill's scope was broadened to explicitly include any 'person' (not just licensees) as subject to civil penalties for violations.
ENFORCEMENT

Changed the subject of civil penalties from 'any licensee or applicant' to 'any person' to broaden enforcement authority.

REQUIREMENT

Added specific requirements for applications to include evidence of compliance with tax laws and liability insurance coverage of at least $1,000,000 per incident.

Added a requirement to submit copies of all currently effective contracts with health care facilities as part of the application.

Clarified that a lack of previous experience does not automatically disqualify an applicant from obtaining a license.
