MODERATE
The bill was finalized as Enrolled, changing the section title from 'Primary instructor qualifications' to 'Use of artificial intelligence in instruction.' The core policy change clarifies that while faculty must still meet specific qualifications, artificial intelligence cannot be the sole source of instruction for students, though it may be used to augment teaching.
Scope change
The scope of the regulation was broadened to explicitly define the role of artificial intelligence in the classroom, moving from a general instructor qualification focus to a specific prohibition on AI replacing human teachers entirely.
DEFINITION
The section title was updated to reflect the specific topic of using artificial intelligence in instruction rather than general instructor qualifications.
A specific definition for 'artificial intelligence' was added, aligning it with the existing definition in the Illinois Human Rights Act.
REQUIREMENT
A new clause was added stating that a course cannot use artificial intelligence as the sole source of instruction for students.
A new clause was added clarifying that nothing in the section prohibits faculty members from using artificial intelligence to augment or enhance their course instruction.
