Provides that 9 public members shall be appointed to the Council by the Governor, including 3 persons representing a nonprofit consortium dedicated to the sustainability of the Mahomet Aquifer, 5 persons representing local government bodies located over the Mahomet Aquifer, and one person from the University of Illinois Prairie Research Institute. Provides that the chairperson's term shall be for one year, and a Council member's term shall be for 3 years. Senate Committee Amendment No. 1 Replaces everything after the enacting clause with the provisions of the introduced bill with the following change. Effective immediately. Senate Floor Amendment No. 2 Replaces everything after the enacting clause with the provisions of the bill as amended with the following change. Changes the qualifications of a member of the Mahomet Aquifer Council to provide that the member shall be a member representing a State labor organization that represents employees in the solid waste, recycling, and related industries, appointed by the Governor.
