The entire Section 1 (Findings) containing 22 numbered findings about the TWIC program, prison populations, employment data, and recidivism statistics was deleted. These findings provided legislative context but had no operative effect.
The briefing requirement was narrowed from briefing 'Congress' generally to specifically the House Committee on Homeland Security and the Senate Committee on Commerce, Science, and Transportation.
A new short title section was added, naming the act the 'Transportation Worker Identification Credential Efficiency Act' or 'TWICE Act.'
The transmission provision (former subsection (d)) requiring the Clerk of the House to send copies of the Act to multiple Senate and House committees, the Secretary of Homeland Security, the TSA Administrator, and presiding officers was removed entirely.
The guidelines requirement was restructured: the original separate subsections (a) and (b) were merged into a single subsection (a) with three numbered items covering access for returning citizens, pre-application assistance for incarcerated individuals, and appeal/waiver assistance.
The congressional briefing deadline changed from 'not later than 1 year after enactment' to 'not later than 180 days after the development of the guidelines,' shifting the trigger from a fixed date to an event-based deadline.
A new definitions subsection was added defining 'returning citizens' as individuals released from incarceration and otherwise eligible for the TWIC program, and defining 'Transportation Worker Identification Credential' by reference to 46 U.S.C. 70105.
