COMMUNITY INFRASTRUCTURE DISTRICTS – Amends existing law to provide that a community infrastructure district may be formed within a county with the approval of the county.

H 437 amends Idaho law to allow counties (not just cities) to form community infrastructure districts within county areas, provided the county approves the formation. This change expands the ability of counties to establish these districts to fund public infrastructure like roads and utilities before development occurs, as long as city consent is obtained when districts overlap with city plans. The bill clarifies that districts must still finance publicly owned infrastructure and comply with local land-use rules. It takes effect July 1, 2025, after being referred to committee in 2025.
