WINDMILL BONDING – Adds to existing law to provide a decommissioning bond for wind turbines within the State of Idaho.

H 387 requires wind energy developers to pay a cash decommissioning deposit before constructing new wind turbines in Idaho. The deposit amount, determined by a state-licensed engineer's estimate of cleanup costs, must cover full removal of turbines, structures, and land restoration. If developers fail to decommission sites properly, the state can use the deposit to cover cleanup costs and recover expenses from the owner. This applies to all new wind turbine sites within Idaho, regardless of ownership.
