RELATING TO WASTE MANAGEMENT.

Prohibits any waste or disposal facility from being located in a conservation district except in emergency circumstances to mitigate significant risks to public safety and health. Requires no less than a one-half mile buffer zone around residences, schools, and hospitals for the construction, modification, or expansion of a waste or disposal facility. Specifies that "waste or disposal facility" excludes individual, state certified, non-industrial redemption centers. (HD2)

RELATING TO MOTOR VEHICLES.

Prohibits intentionally or knowingly manufacturing, importing, installing, reinstalling, distributing, selling, or offering for sale any counterfeit supplemental restraint system component, nonfunctional air bag, or air bag that does not meet federal safety requirements, with the intent that such device replace an air bag in any air-bag-required motor vehicle. Prohibits intentionally or knowingly selling, offering for sale, installing, or reinstalling in an air-bag-required motor vehicle any device that causes the air-bag-required motor vehicle's diagnostic systems to fail to warn that an air bag is not installed or the air-bag-required motor vehicle is equipped with a counterfeit supplemental restraint system component or nonfunctional air bag, as applicable. RELATING TO HEMP.

Authorizes the Department of Agriculture to allow temporary inspectors to perform industrial hemp inspections and to deposit fees from inspections into the Certification Services Revolving Fund. Authorizes the Department of Agriculture to adopt an alternative method of sampling industrial hemp plants. (SB1351 HD1)

RELATING TO EDUCATION.

Establishes the Hawaii three to six out-of-school program for grades kindergarten through twelve. Authorizes the department of education to contract with private providers to furnish out-of-school programs for grades kindergarten through twelve, conducted during after-school hours, on weekends, and during inter-sessions on the premises of the private providers. Specifies that the Hawaii three to six out-of-school program special fund is to be administered by the department of education. Makes appropriations. (SB1515 HD1)

RELATING TO MEDICAL CANNABIS PRODUCTS.

Simplifies the list of manufactured cannabis products that may be manufactured and distributed by dispensaries. Updates transdermal patches to department-approved transdermal devices in the medical cannabis dispensary laws, thereby including non-patch devices that deliver through the dermis. (SB541 HD2)
