Requires voluntary surrender of firearms and ammunition, upon disqualification from ownership, possession, or control, within seven days of disqualification. Shortens the time period after failing to voluntarily surrender or dispose of all firearms and ammunition upon disqualification, after which the chief of police may seize all firearms and ammunition, from thirty days to seven days. Requires health care providers in the workers' compensation system who are authorized to prescribe opioids to adopt and maintain policies for informed consent to opioid therapy in circumstances that carry elevated risk of dependency. Specifies certain recall reimbursement or repair requirements for manufacturers where a stop-sale order has been issued. Authorizes a license holder to engage in business at motor vehicle dealer locations that are affiliated by common ownership under the same license. Clarifies when certain manufacturers' or distributors' sales or service performance standards shall be deemed unreasonable, arbitrary, or unfair. Prohibits a manufacturer or distributor from requiring a dealer to perform certain construction or renovations to the dealer's facilities; purchase items for a dealership facility in certain circumstances; or provide certain consumer and proprietary data; unless certain conditions are met. Expands the renewable fuel tax credit cap by lowering the production threshold and expanding the types of renewable fuel eligible for the credit. Applies to taxable years after 12/31/2017. (CD1)

Beginning 1/1/2019, requires all users of restricted use pesticides to be subject to a requirement to report on their use of restricted use pesticides to the Department of Agriculture (DOA). Prohibits the use of a restricted use pesticide on or within 100 feet of a school during normal school hours beginning on 1/1/2019. Prohibits the use of pesticides containing chlorpyrifos as an active ingredient beginning 1/1/2019; provided that the DOA shall grant any person, upon request, a temporary permit allowing the use of pesticides containing chlorpyrifos through 12/31/2022. Provides for the deposit into the pesticide use revolving fund of all penalties and fines collected under the Hawaii Pesticides Law. Revises the ceiling and use of the pesticide use revolving fund. Requires the DOA to develop a pesticide drift monitoring study no later 7/1/2019. Appropriates general funds for the pesticide drift monitoring study, establishment of two full-time equivalent positions, and outreach and education. (CD1)

Establishes and appropriates funds for a Farm to School Grant Pilot Program within the Hawaii Department of Agriculture to provide grants to schools, early care and education centers, nonprofits, soil and water conservation districts, and food producers participating in the Hawaii Farm to School Program. Requires the Hawaii Farm to School Coordinator to submit a report to the Legislature. Makes appropriations to continue the Hawaii Farm to School Program and Coordinator position and to assist farmers and ranchers achieve Good Agricultural Practices Certification from the United States Department of Agriculture.
