RELATING TO THE HAWAIIAN HOMES COMMISSION ACT.

Requires the Department of Hawaiian Home Lands to conduct a study on the issue of Hawaiian Home Lands lessees selling or transferring their leases for a fee or other personal gain and then applying for a subsequent lease and submit a report of the findings and recommendations of its study, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2020. RELATING THE TRANSFER OF LANDS.

Requires the City and County of Honolulu to transfer to the Department of Education all property upon which a public elementary or intermediate school is situated. Gives the Department of Education power to acquire and hold title to real, personal, or mixed property for use for public educational purposes. Requires legislative approval prior to the sale or gift of lands to which the Department of Education holds title. Appropriates funds. Effective 1/1/2050. (SD2)

RELATING TO URBAN REDEVELOPMENT.

Establishes the Kanoelehua industrial area and Banyan drive region as a redevelopment district until June 30, 2028. Authorizes a local redevelopment agency to contract with a developer for construction of non-residential uses on public land within the redevelopment district consisting of the Kanoelehua industrial area and Banyan drive region until 6/30/2028. Takes effect on 7/1/2050 and sunsets on 6/30/2028. (SD1)
