Authorizes the issuance of limited purpose identification cards for certain residents. (CD1)

Permits, but does not require or prohibit, medicaid, health insurers, mutual benefit societies, and health maintenance organizations to cover telephonic behavioral health services under certain circumstances. Clarifies that telephonic services do not constitute telehealth. (CD1)

Establishes a statewide working group on affordable housing to foster increased inter-agency coordination on housing and zoning issues, raise public awareness of ongoing state and county efforts to reduce barriers to affordable housing development, and propose legislation. Requires an annual report to the legislature. Appropriates funds to support the statewide working group, including one full-time equivalent position. (CD1)

Amends the definition of "Adequate Reserve Fund" to exclude the benefit cost rate from June 2020 through August 2021, for calendar years 2023 through 2030. (SD2)

Provides funds to the department of Hawaiian home lands to pursue a multi-pronged approach to eliminating its waitlist. Requires the department of Hawaiian home lands to develop a strategic plan to address applicant preferences. Requires an annual report. (CD1)

Authorizes issuance of general obligation bonds. Makes findings required by Article VII, Section 13, of the Hawaii State Constitution to declare that the issuance of authorized bonds will not cause the debt limit to be exceeded. (CD1)

Establishes the Mauna Kea Stewardship and Oversight Authority as the sole authority for the management of Mauna Kea lands. Requires the Authority to manage land uses; human activities, other uses, and access; stewardship; education; research; disposition; and overall operations on its respective lands. Authorizes the Authority to develop a framework to allow astronomy development on Mauna Kea. Declares astronomy as a state policy. Requires the Authority to establish advisory groups. Allows the Authority to limit certain commercial use and activities on Mauna Kea on its respective jurisdictional lands. Provides certain restrictions on leases and a moratorium on new leases. Requires the timely decommissioning of certain telescopes. Allows the Authority to require an application and fee for all recreational users of Mauna Kea. Establishes the Mauna Kea management special fund. Transfers rights, duties, and positions from the University of Hawaii to the Authority. Exempts positions under the Authority from civil service requirements. Requires an audit of the Mauna Kea Stewardship and Oversight Authority. Appropriates funds. (CD1)

Appropriates funds to the school facilities authority to expand access to pre-kindergarten to eligible children. (CD1)

Permits recipients of accommodations or services from an ohana zone site to request a ninety-day extension of the accommodations or services. Expands regulatory exemptions for ohana zones pilot program contracts. Extends the sunset date for the ohana zones pilot program to 6/30/2026. Appropriates funds for the ohana zones pilot program. (CD1)

Authorizes the Department of Human Services to provide additional housing assistance subsidies of up to $500 per month to Temporary Assistance for Needy Families (TANF) and Temporary Assistance for Other Needy Families (TAONF) program participants who are participating in the First-To-Work program. (SD2)
