Requires the Department of Hawaiian Home Lands to conduct a study on the issue of Hawaiian Home Lands lessees selling or transferring their leases for a fee or other personal gain and then applying for a subsequent lease and submit a report of the findings and recommendations of its study, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2020. Establishes a two-year Agricultural Theft and Vandalism Pilot Project to examine the effectiveness of prosecuting agricultural theft and agricultural vandalism in the County of Hawaii. Appropriates funds. Appropriates moneys to the Agribusiness Development Corporation to identify factors that affect the quality of local papaya and to develop and establish protocols to enhance the marketability of Hawaiian papayas. Reinstates the President of the University of Hawaii as the chief procurement officer for contracts for construction and construction related professional services furnished by licensees under Chapter 464, Hawaii Revised Statutes. Requires the University of Hawaii to submit an annual report to the Legislature detailing a list of all capital improvement projects approved by the Board of Regents prioritized by each campus no later than 20 days prior to the convening of each Regular Session. Repeals 6/30/2021. Effective 7/1/2050. (SD2)

Requires UH to conduct a study on the effects of sunscreen on Hawaii's coral reefs and report to the Legislature. Appropriates funds. (SD1)

Establishes and appropriates funds for one full-time equivalent (1.00 FTE) permanent veterinary medical officer position within the Department of Health. (HB2498 HD1)

Requires the design of all state buildings constructed on or after July 1, 2018, to include a shelter room or area that is capable of protecting individuals from Category 3 hurricanes. (HB2452 HD1)

Appropriates moneys for start-up grants to assist pre-opening public charter schools. (HB2167 HD1)

Establishes and designates ‘awa made from Piper methysticum as the official state beverage.

Establishes a task force regarding public access to beaches. Requires a report to the Legislature.

Requires the Judiciary to implement a payment plan program that offers any person who is unable to pay any court-ordered fines, fees, surcharges, costs, or monetary assessments the option of entering into a payment plan. Prohibits the courts from taking certain actions against a person solely because of that person's inability to pay. Reinstates driver's licenses that were suspended for nonpayment under certain circumstances.
