MODERATE
The bill was reformatted from a Senate Draft 1 to a Senate Draft 2 version, which involved removing page headers and footers while adding metadata and metadata-style text. The core legislative text regarding the condemnation of land and the appropriation of funds remained substantively the same, though the funding source description in the summary was updated to reflect the 'Major Disaster Fund' instead of the 'Dwelling Unit Revolving Fund'.
Scope change
The substantive scope of the bill remains unchanged; it still requires the Hawaii Housing Finance and Development Corporation to condemn specific parcels to build an access road and authorizes funding for that process.
TECHNICAL

Removed page headers, footers, and document metadata (such as file names and timestamps) that were present in the first draft.

Added metadata lines containing author names, timestamps, and template revision numbers at the beginning of the document.

The summary description at the bottom was updated to reflect the new funding source and the new effective date of 2050.

FISCAL

The bill text now explicitly states funds are appropriated from the 'major disaster fund' rather than the 'dwelling unit revolving fund', although the specific dollar amount in the text appears corrupted with non-breaking spaces.

TIMELINE

The effective date for the Act was changed from July 1, 2025, to July 1, 2050.
