This bill updates the legislative metadata to reflect its transition from the House to the Senate, including changes in authorship and revision numbers. Substantively, it modifies the effective date of the law from July 1, 3000, to January 1, 2027, and adds a severability clause to ensure the rest of the bill remains valid if any part is ruled unconstitutional.
