MODERATE
This bill revision updates the Office of the State Construction Manager pilot program to include mandatory accessibility reviews. The most significant change requires that all final construction plans be submitted to the Disability and Communication Access Board (DCAB) to ensure compliance with state accessibility laws before approval. Additionally, the bill updates administrative metadata, including the author's name, version numbers, and specific fiscal year dates.
Scope change
The bill's scope expanded to include a new mandatory review step involving the Disability and Communication Access Board for all state construction projects, whereas the previous version did not explicitly require this board's review of final plans.
REQUIREMENT

Added a requirement for the State Construction Manager to submit final plans, drawings, and specifications to the Disability and Communication Access Board for review to ensure compliance with accessibility laws.

Clarified that any changes to the approved final plans must trigger a resubmittal to the Disability and Communication Access Board for review.

TECHNICAL

Updated the bill header metadata, including changing the author from Gregory LaMontagne to Jordon Higa and updating version numbers and dates.

Adjusted the bill title to include 'DCAB' (Disability and Communication Access Board) alongside existing terms like DAGS and DOE.
