MINOR
The bill was amended to change its effective date from July 1, 2025, to July 31, 2050, and to add a specific provision transferring existing funds from the University of Hawaii at Hilo and Community College revolving funds into the main University of Hawaii Conference Center Revolving Fund. This change ensures that all conference center funds across the system are consolidated into a single account and delays the bill's implementation by nearly a century.
Scope change
The bill's scope was expanded to explicitly include the transfer of existing funds from the University of Hawaii at Hilo and the Community College Conference Center Revolving Funds into the main University of Hawaii Conference Center Revolving Fund, consolidating all system-wide conference funds.
TIMELINE

The effective date of the Act was changed from July 1, 2025, to July 31, 2050, significantly delaying when the new provisions take effect.

FISCAL

A new provision was added to transfer all appropriations and encumbrances from the University of Hawaii at Hilo and Community College Conference Center Revolving Funds into the main University of Hawaii Conference Center Revolving Fund.

The appropriation section was updated to draw funds from general state revenues for fiscal years 2025-2026 and 2026-2027 instead of solely from the revolving fund.
