What changed between versions
The Senate seat on the task force was changed from 'a representative to be appointed by the President of the Senate' to 'one member of the Senate, to be appointed by the President of the Senate,' clarifying that an actual Senator will serve rather than a non-legislative representative.
The House seat was changed from 'House Committee having jurisdiction over energy' to 'House standing committee having primary jurisdiction over energy,' narrowing which committee qualifies and specifying it must be a standing committee with primary (not shared) jurisdiction.
Hawaiian Electric Company and Kauai Island Utility Cooperative representatives were removed from the formal numbered membership of the task force (previously items 7 and 8).
A new section was added requesting the Chairperson to invite five categories of participants: a representative of Hawaiian Electric Company, a representative of the Kauai Island Utility Cooperative, a representative of an independent renewable energy developer, a representative from an environmental advocacy group, and a representative from a community group. The last three are entirely new stakeholder categories not present in the original bill.
The Consumer Advocate position was replaced with the more specific title 'Executive Director of the Division of Consumer Advocacy of the Department of Commerce and Consumer Affairs' in both the membership list and the transmission list.
Report deadlines were changed from 'twenty days prior to the Regular Session of 2027/2028' to 'twenty days prior to the convening of the Regular Session of 2027/2028,' a minor clarification adding the word 'convening.'
The Director of Business, Economic Development, and Tourism was removed from the list of officials who receive certified copies of the resolution.
