MODERATE
The bill was significantly revised to remove all provisions related to insurance, focusing exclusively on landlord-tenant rules. The changes eliminate bans on insurance companies discriminating against dog breeds and the associated new sections in the insurance code, while shifting the effective date to a distant future.
Scope change
The bill's scope was narrowed from regulating both insurance companies and landlords to only regulating landlords and tenants; insurance provisions were completely removed.
REQUIREMENT

Removed all provisions prohibiting insurance companies from denying coverage or charging higher rates based on dog breed.

Deleted the new sections added to the Hawaii Revised Statutes that would have regulated insurance policies.

TIMELINE

Changed the effective date from 'upon approval' to July 1, 3000.

SCOPE

Updated the bill title and description to remove references to insurance policies and focus solely on rental agreements.
