MODERATE
This revision simplifies the bill by removing the authorization for General Obligation (GO) bonds, which were previously used to fund the new quarantine facility. The text also corrects several formatting errors, such as removing inconsistent date stamps and fixing the numbering of sections and list items to ensure the bill is logically structured.
Scope change
The bill's scope regarding funding mechanisms changed by eliminating the specific authority to issue GO bonds, shifting the focus to general appropriations for the facility and staffing.
FISCAL

Removed the authorization for the Director of Finance to issue General Obligation bonds for the Molokai quarantine facility.

TECHNICAL

Deleted redundant metadata lines, including specific timestamps and version numbers that were inconsistent with the rest of the document.

Corrected the section numbering sequence, merging the former Section 4 (bond authorization) into the general appropriations section and renumbering the final effective date clause to Section 5.

Fixed a list numbering error in the legislative findings, removing an orphaned item (3) and renumbering the final item to (3) instead of (4).
