Informing the Legislature that on June 8, 2026, the Governor signed the following bill into law: SB99 SD1 HD1 CD1 (ACT 113).

This bill, Act 113, expands the rules for retired state and county employees in Hawaii to allow them to return to work without losing their pension benefits or having to rejoin the retirement system. It specifically permits rehiring for roles such as elective officers, jurors, part-time or temporary staff, and positions identified as difficult to fill due to high vacancy rates. To qualify for rehiring in difficult-to-fill roles, retirees must not have worked for the government in the twelve months prior to returning, and employers must contribute to the pension fund to offset the cost. The legislation also establishes specific metrics, such as a fifty percent vacancy rate, that agencies must use to officially designate a position as hard to fill.
