REQUESTING THE DEPARTMENT OF HEALTH TO CONVENE A DEMOLITION WASTE REDUCTION WORKING GROUP.

This concurrent resolution (SCR 172) requests Hawaii's Department of Health to convene a Demolition Waste Reduction Working Group. The group would include industry representatives (construction, demolition, reuse retail, real estate, and waste management), community organizations focused on environmental justice, and experts in architecture and urban planning. Its purpose is to develop statewide strategies for reducing construction and demolition waste - currently 21-40% of Hawaii's landfill mass - by promoting deconstruction, materials reuse, and circular economy practices. The working group would align recommendations with Hawaii's 2045 carbon neutrality goal and address disproportionate landfill impacts on disadvantaged communities.
