Added new exemption allowing reconstruction of lawfully constructed structures that were damaged or destroyed in disasters proclaimed by the governor or mayor, provided the disaster was not related to waves, storm surge, high tides, flooding, erosion, sea level rise, or subsidence.
Added new subsection (T) exempting installation, maintenance, repair, and replacement of lighting, fixtures, and equipment to establish compliance with current standards at existing public facilities.
Added new subsection (U) exempting installation, maintenance, repair, and replacement of security measures, including fencing, to existing public facilities.
Modified subsection (W) to clarify that reconstruction exemptions apply only when the rebuilt structure is substantively similar to its original footprint or overall dimensions.
Added cumulative impact provision stating that excluded uses, activities, or operations may still be defined as 'development' if they have a cumulative impact or significant environmental or ecological effect on a special management area.
