MINOR
The bill was reformatted from a traditional legislative document to a structured SD1 template format, with all substantive policy language remaining intact. The most significant change is the effective date modification in Section 4, which was updated from 'upon approval' to 'July 1, 2050', significantly delaying when the carbon offset program requirements take effect. All other provisions regarding the Department of Transportation's role in facilitating carbon offset purchases, definitions of key terms, and departmental duties remain unchanged.
Scope change
No substantive change to the bill's scope or applicability; the policy content remains the same but the effective date was modified to delay implementation until July 1, 2050.
TIMELINE

Section 4 effective date changed from 'upon approval' to 'July 1, 2050', deferring implementation of the carbon offset program by several years.

TECHNICAL
