SB 1057 Hawaii Senate · 2025 Regular Session

RELATING TO PROCUREMENT.

Summary
Clarifies that the bid incentive given to bidders for public works construction projects who are parties to an apprenticeship agreement is based on apprenticeable trades utilized, rather than employed, to construct the public works. Requires the bidder and the bidder's subcontractors to be parties to all apprenticeable trades utilized to construct the project for which a state-approved apprenticeship program exists. Effective 7/1/2050. (SD2)

MODERATE
This bill revision expands the apprenticeship incentive program to require not just the main contractor but also their subcontractors to participate in state-registered apprenticeship programs. The change ensures that the entire construction workforce benefits from the apprenticeship requirement, rather than just the prime contractor. This broader approach aims to create a more consistent supply of skilled labor across all levels of public works projects.
Scope change
The bill now applies to subcontractors in addition to the primary bidder, requiring both to participate in registered apprenticeship programs for all apprenticeable trades used on the project.
