MODERATE
This bill amends the definition of child abuse and neglect in Hawaii law to explicitly state that poverty alone does not constitute abuse or neglect. It clarifies that a caregiver's inability to provide basic needs due to lack of financial resources should not be considered child abuse, while still maintaining protections for children who are actually harmed or neglected.
Scope change
The bill narrows the scope of what constitutes child neglect by adding specific exemptions for poverty-related inability to provide care, while maintaining protections against actual harm and abuse.
DEFINITION

Added provision stating that evidence of parental request for support shall not be deemed as evidence of child abuse and neglect

Added effective date of July 1, 3000 (likely a placeholder date that needs correction)
