Removed the $5 million appropriation for fiscal years 2025-2026 and 2026-2027 that was previously allocated to support sustainable aviation fuel development and compliance incentives.
Changed the effective date of the Act from July 1, 2025 to July 1, 3000, significantly delaying when the law becomes operative.
Removed the provision requiring annual 5% increases in sustainable aviation fuel use, replacing it with a single requirement of 100% sustainable aviation fuel by January 1, 2045.
Removed the requirement for the Department of Transportation to adopt rules including procedures for monitoring, certification, penalties, and incentives.
Expanded the definition of sustainable aviation fuel to include synthesized hydrocarbons meeting ASTM standards and fuels derived from biomass, waste streams, renewable energy, or gaseous carbon oxides.
Removed the requirement for the Department of Transportation to submit annual reports to the legislature on progress and compliance.
