This bill, Act 313, speeds up rebuilding affordable rental housing in Hawaii after disasters like wildfires or hurricanes declared state emergencies. It allows county planning departments to issue special permits for redevelopment without full reapproval, keeping original project plans valid for experimental housing projects. Modifications to building plans can incorporate cost-effective improvements (e.g., better materials or designs) without raising costs, as long as rebuilding applications were submitted before the disaster relief period ended. The law does not apply to shoreline properties or areas affected by erosion.
