Informing the Legislature that on May 13, 2025, the Governor signed the following bill into law: HB1032 HD1 SD1 CD1 (ACT 035).

This bill (HB1032) appropriates specific funding for public employee compensation costs in Hawaii for fiscal years 2025-2027. It allocates over $13.5 million in general funds for collective bargaining agreements and salary adjustments for state employees covered by unions, plus additional funds for health premiums. Separate allocations of over $1.9 million in general funds cover salary increases for non-unionized employees in similar pay groups, along with health premium funding. The bill directs the Director of Finance to distribute these funds to state departments for implementation, effective July 1, 2025.
