Clarifies the money transmitters law, including updating requirements for money transmitter license and change in control applications, criminal background checks, security devices, permissible investments, records, and voluntary surrender of license. Updates various definitions. Takes effect 09/01/2017; annual licensee report requirements effective 11/01/2017, for licenses as of 7/1/2017. (CD1)
