Senate Mileage Based User Fee Study Committee; create

This bill creates a Senate study committee to examine the feasibility of replacing Georgia's current annual licensing fee for electric vehicle owners with a mileage-based user fee system. The committee will study how such a program could ensure electric vehicle owners pay their fair share for road maintenance, which currently differs from the fuel tax paid by gasoline and diesel vehicle owners. The committee will consult with state agencies and industry experts to develop recommendations on program design, including payment methods, data collection, privacy protections, and fee structures that would maintain current revenue levels. The committee consists of five Senate members, the commissioner of transportation, and the commissioner of revenue, and will submit its findings by December 1, 2026.
