MINOR
The House Appropriations Committee submitted a substitute version of SB 498, replacing the original Senate version with a new bill text. The primary substantive change is the addition of a new 'Part' to the Georgia State Financing and Investment Commission Act that establishes the Georgia School Facilities Authority, outlining its composition, duties, powers, and administrative assignment to the GSFC. This creates a new state entity to oversee educational facility rehabilitation and charter school operations.
Scope change
The bill's scope expanded from a general legislative framework to specifically establish the Georgia School Facilities Authority as a distinct entity under the GSFC, with defined responsibilities for school facility rehabilitation and charter school support.
SCOPE
Added a new Part to the Georgia State Financing and Investment Commission Act establishing the Georgia School Facilities Authority with specific duties and powers related to educational facility rehabilitation and charter school operations.
TECHNICAL
Changed bill designation from 'AS PASSED SENATE' to 'SUB' (Substitute) indicating this is a House committee substitute version rather than the original Senate version.
Updated bill tracking numbers from LC 49 2723S (SCS) to LC 49 2821S reflecting the new substitute bill number.
