MODERATE
The bill was amended to remove several corporate powers previously granted to the authority, including the ability to adopt a corporate seal, acquire and manage real and personal property, exercise powers jointly with other parties, and borrow money. These deletions significantly narrow the scope of the authority's operational capabilities and financial flexibility.
Scope change
The bill's scope was substantially reduced by removing provisions that allowed the authority to acquire property, enter into joint projects with other parties, and borrow money to carry out its public purpose.
SCOPE
Removed authority's power to adopt and alter a corporate seal
Removed authority's power to acquire, manage, and dispose of real and personal property
