MODERATE
The bill was replaced with a House substitute that tightens the timeline for judges to rule on uncontested motions from 90 days to 60 days and adds a requirement that parties must provide copies of filed motions directly to the judge. It also expands the oversight mechanism, allowing reviews after two such motions in two years instead of just one in a second matter, and clarifies that motions are deemed 'granted and entered' rather than just granted.
Scope change
The bill's scope expanded to explicitly include pretrial motions and added a new requirement for parties to serve copies of motions to the judge or a designee.
TIMELINE
The deadline for a judge to rule on an uncontested motion was shortened from 90 days to 60 days.
REQUIREMENT
A new requirement was added obligating parties to provide a copy of filed motions or notices to the judge assigned to the case.
ENFORCEMENT
The trigger for a chief judge review was changed from a 'second matter' to 'two or more cases' within a two-year period.
DEFINITION
The outcome of an uncontested motion was changed from being 'deemed granted' to being 'deemed granted and entered'.
