Monroe, Joy; commend

This is a ceremonial resolution honoring Joy Monroe for her community leadership and service as founder and CEO of SPARC (Single Parent Alliance and Resource Center), a Georgia nonprofit supporting single-parent families through housing stability and financial literacy programs.
