MODERATE
The bill was amended to add a list of prohibited endorsements for student athletes receiving name, image, or likeness compensation, including alcohol, tobacco, vaping, cannabis, controlled substances, prescription drugs, and gambling. The amendment also restructured the committee header and page numbering format while keeping the core legislative purpose unchanged.
Scope change
The bill's scope remains focused on high school student athletes and NIL compensation, but now includes specific restrictions on what products and services athletes can endorse.
REQUIREMENT
Added prohibitions preventing student athletes from endorsing or promoting alcohol, tobacco, vaping products, cannabis, controlled substances, prescription pharmaceuticals, and gambling-related services while receiving NIL compensation.
Added exception allowing NIL compensation activities during tryouts, practices, or training sessions despite general endorsement restrictions.
TECHNICAL
Changed committee header format from 'The House Committee on Education offers the following substitute' to 'House Bill 383 (COMMITTEE SUBSTITUTE)' and updated sponsor listing format.
Adjusted page numbering and formatting throughout the document, including renumbering of sections and page headers.
