MINOR
The bill was updated to reflect its status as a committee substitute, which indicates the House Ways and Means Committee has reviewed and revised the original text. The primary changes involve formatting updates to the title page and page headers, including the addition of the sponsoring representatives' names and adjustments to page numbering styles. These are technical and administrative modifications rather than substantive policy changes.
TECHNICAL
The document header was updated to explicitly label the bill as a 'Committee Substitute' and added the names of the sponsoring representatives.
Page numbering and header formatting were adjusted to align with standard legislative substitute conventions.
